Santa Monica Island
If you are a criminal, you are sent to prison, in modern society that is the punishment to fit the crime, but what if you are a youngster, just a troubled youth who just needs someone to take the time to listen.
In this day and age, the level of anti-social behaviour from teenagers and young adults has risen, globally, the threatening behaviour has come to something unexpected, some blame the parents, for lack of discipline or control, some blame the media; the movie and music the youngsters listen to, perhaps their lifestyle, but no one really blames the government.
What do you do when a teenager is acting like hardened criminals in the streets, putting off innocent locals from living their lives, sending them to a juvenile detention centre seems too ruthless, and also, it wouldn't help to lock up every rogue teenager. They need the attention, they need perhaps the help, but then the government would have to take the soft route, they would have to pay for counselling and mental health care, and be seen as helping troublesome youth?
Like years ago, sending wrong-doers away seemed far more easier, long ago criminals would be sent as far as Australia, others to Alcatraz.
Though Santa Monica Island is nothing like Alcatraz, though, to the public who don't know any better, it seemingly is somewhat like a prison, in the middle of the waters around California.
And to the youth going there, it would appear to be hell.
Until you actually got there.

It is a place of care, it is not a hospital, nor is it a prison, it is simply freedom, from people who do not care, from people who think you are nothing, who think you should spend your days in a cell. This is freedom to those who need it the most, the future of this world, troubled youth, who deep down, have problems, and issues worth discussing, they are the future citizens of the world. They may be here for a number of reasons, they act violently, they are abusing themselves with drugs, or alcohol, they party too much or the are causing trouble locally, they are sent away to learn from their mistakes, in the easiest way possible.
They are sent here, to act like adults, they have responsibilities, choices, they can have jobs, or go to school, it all counts, it's not fake money, or fake school, the adults working there are all volunteers, and the place is supplied with money from donations, from wealthy families who care, they have their business on the island, they build the homes, the shops, the workplaces and the school, they supply them with whatever they need.
There is a bus and/or tram system, no cars allowed, they want to make it peaceful, to live a lifestyle they should be living, peaceful, respectful and healthy. This is their home, they island, if they want to disrespect it, they must live with the consequences, if they don't work, they will live poorly, without parents to care for them, they must learn to do it themselves and understand who
They are the residents of Santa Monica Island, and they must learn to live in the real world, by living in a governed town, to better ready themselves with experience, making them proper citizens who can get on with their life, in the real world, without the tag of 'anti-social youth' without the title of someone who doesn't deserve proper freedom with their own families
the adults who they terrorise must feel.
